People’s deputies, government officials, representatives of local authorities, prosecutors, judges and many other officials can cross the state border on the basis of official business.

The Cabinet of Ministers of Ukraine adopted a resolution prohibiting wartime departure of officials abroad without good reason.
“In compliance with the decision of the National Security and Defense Council, the government approved a resolution prohibiting the departure of officials abroad during the war without valid reasons,” Prime Minister Denys Shmyhal said in Telegram.
Shmyhal emphasized that people’s deputies, government officials, representatives of local authorities, prosecutors, judges and many other officials can cross the state border on the basis of official business.
“It is possible to go abroad for negotiations, for treatment, to take care of minor children. It is not possible to go on vacation. Unfortunately, there are those who did not understand these basic things even during the war. That is why there was a decision of the National Security Council, there was a corresponding presidential decree of Ukraine, and now there is a corresponding resolution of the Cabinet of Ministers,” the head of government said.

We will remind that on January 23, the President of Ukraine, Volodymyr Zelenskyi, signed Decree No. 27/2023, according to which Ukrainian officials will have the opportunity to travel outside Ukraine exclusively on business trips. The decision of the National Security Council expressly prohibits officials from leaving Ukraine for private purposes.
However, this ban was ignored by several scandalous people’s deputies and officials. In particular, journalists found a deputy in Thailand Mykola Tyshchenko. On the website of the Embassy of Ukraine in Thailand, an announcement for his meeting with the Ukrainian community at the Novotel hotel (Bangkok) appeared on January 27. According to the announcement, it was planned to discuss issues of improving interaction with representatives of the Ukrainian community in the Kingdom of Thailand.
On January 26, the chairman of the Verkhovna Rada, Ruslan Stefanchuk, stated that he did not send Tyshchenko abroad and did not sign orders for him to go on a business trip to Thailand. On the same day, Tyshchenko was expelled from the “Servant of the People” faction and the ranks of the party in accordance with Clause 9.1.22 of Article 9 of the statute.
Later it turned out that the leader of “Batkivshchyna” Yulia Tymoshenko too spends time in Dubai. However, she behaves carefully and tries not to appear in public places.
In addition, Deputy Prosecutor General Oleksiy Symonenko was on a 10-day vacation in Marbella (Spain) despite the direct ban of President Volodymyr Zelenskyi, expressed during an address to the parliament in December 2022.
